How do I delay the starting of a flash movie (.swf) in Front Page

You need to do this in Flash, not in FrontPage.

You should add a preloader to your Flash .SWF that will
wait until all the components are loaded before
proceeding. There are lots of tutorials and samples of
such preloaders on Flash sites. Look there.
