How do I delete a message that is stuck in the outbox and won't go

I have an email that is stuck in the outbox and won't get sent. It is
preventing me from sending any other emails. I can't delete the email the
usual way and so it's stuck there preventing me from sending further emails.

When I try to delete the email, I get a window that reads: "Can't open this
item. Outlook has already begun transmitting the message." But the message
has been stuck there for two days now.

So: How do I delete that email?

You have posted this message to the wrong news group.
The access in this newsgroup's title refers to Microsoft Access, a
database product.
I would suggest you post to the appropriate Outlook newsgroup.
