How do I delete a page break that refuses to be deleted?

I have a transcript that has a page break in the middle. I cannot delete it.
When I try to change the format, it inserts other page breaks. How do I get
them completely out of my transcript?

If it's a soft page break, you can't delete it; there's a limit to how much
will fit on a page. But if there is no manual page break and pages are
ending short, you should check the formatting on the Line and Page Breaks
tab of Format | Paragraph for the paragraph(s) following the break; it/they
may be formatted as "Page break before" or "Keep with next."

I'm not sure. It's a bold dotted line that goes across the page. There are
three total in the document, but no matter what I do, they are still there.
If I try to reformat, another one appears, but I can undo those. I did
figure out a way to get it formatted without adding more, finally, but the
three are still there. Is that a permanent thing that won't show when
printed? Thanks for your help.
