The default permissions in Project Server 2003 do not allow anyone to save
or publish a master project in the Project Server database. To get around
this, you can always create your master project and then save it as an .mpp
file. If you absolutely must save the master project in the Project Server
database, ask your Project Server administrator to do the following:

1. Log into PWA with administrator permissions
2. Click Admin - Server configuration
3. Select the "Allow master projects to be saved to Microsoft Project
Server" option
4. DO NOT select the "Allow master projects to be published to Microsoft
Project Server" option
5. Click the Save Changes button

Regarding step #4 above, we do not recommend that you ever publish a master
project because it can lead to duplicate task assignments on the timesheets
of every resource assigned to tasks in the subprojects of the master
project. Hope this helps.
