How do I design a Handheld Asian Fan

Hi yall,
Does anyone know how to design a handheld Asian fan, you know the paper
ones, like I was thinking about designing it in publisher and just post the
business logo on it and just give it out to customers, I think it would be a
mad idea, However I'll need to learn how to do it!
