How do I disable SAVE tab on TOOLS|OPTIONS menu?

As a network admin I'm having a problem with individuals passwording
documents which is against posted office policy. Need a routine to disable
the password option.

There's no way to do this that is not easily defeated. And since only
experienced users know about passwording a document; they will also know how
to defeat any security you apply. In other words, you're on a hiding to
nothing. Just asking them not to will be as effective.
