How do I disable the Junk Email Filter in Outlook 2003?

I have turned off the junk mail filtering. Updated all of the junk mail
filters from Windows Update. I have removed all blocked senders. And yet,
some items are still being filtered. There is no phishing setting in Outlook
2003. We are using Exchange 2003 which was just recently had all of the
Windows Updates done. Could it have changed a setting in Exchange?
