How about:
Tools -> Send and Receive Settings -> Define Send and Receive Groups
Pick your mail group for whichever contains your Hotmail account(s).
Select the Hotmail account and edit its properties.
Take a look at the properties. You should see one about downloading.
Of course, lots of topics are already covered in Microsoft's huge
support knowledgebase web site (
http://support.microsoft.com/). Try
check there first and you might find the problem was already addressed,
like their KB article at
http://support.microsoft.com/?id=321994. You
never mentioned WHICH version of Outlook that you use. The KB article
mentions OL 2002. If you have a different version, happy searching on
your own as they might have a related KB article for whatever version
you have. However, since HTTP accounts only became officially available
in OL 2002 and later, the KB article probably still applies to you.
