I want to be able to make pie slices of varying angles, that is 1/4 of a pie,

The way I do it is by inserting a pie chart, set the values I need to get the
size slice I want, then exit the edit mode of the chart. I then right click
on the chart, ungroup it and delete the parts I don't want. You can adjust
the angles of the slice that you keep. Lazy, I know. But fast.

One way would be to create a pie chart with just 2 elements. Then,
format one of them to have no area and no border, leaving the other
looking like a wedge.
By changing the relative size of the 2 pie elements, one can create any
sized wedge. To get a 1/4 pie the visible part of the 2 elements
should be 1/4 of the total of the 2 elements. So, the visible element
should be 1 and the hidden element should be 4-1 = 3. To get a 1/3
pie, use 1 for the visible element and 3-1 = 2 for the invisible
element.
To get a pie of some specified angle, just remember that the angle at
the center of a circle encompasses 360 degrees. So, a 60 degree wedge
requires the visible element to be 60/360 = 1/6 of the total. Hence,
it should be 1 and the invisible element should be 6-1 = 5.
