how do I edit multiple layers, one at a time or all together?

I want to add "prev and Next" buttons at the top and bottom of my pages. I
need to do this to about 25-30 pgs. I want the buttons in the same position
on all pages and to look exacly the same. I need to put them in a layer to
position them where I want whem on the page, but I don't want to have to do
this for all pages. Is there a shorter or easer way to get this done?
please help!!!!

If you have a navigation View you can apply a bottom shared border and insert a nav bar (properties set to same level)

I went into the Navigation View, selected the page I wanted, I inserted the
Nav bar, went back to the page to see what happened and nothing was there.
Also how do I edit the bar once it's inserted?

Right click the nav bar for Nav bar properties and Preview in Browser
