How do I embed (rather than link) images when saving an HTML page as a Word Doc?

I have an HTML page that has images. When I open it in Word (2000) to save it as a Word Doc, word is linking to the images rather than embedding them. Is there any configuration or other way to get Word to embed rather than link to the images?

Select each image and press Ctrl+Shift+F9. To unlink all images (and
hyperlinks and any other fields in the page), Ctrl+A, then Ctrl+Shift+F9.
