First select your image and then go to Tools/Customize and on the Toolbars
tab turn on Picture toolbar.
Note that this toolbar has three states: On, Off, and Automatic. By default
it's set to the Automatic state and will appear when you have an image
selected. However if you turn it off when you have an image selected then it
will be set to the Off state and will not automatically appear as you
expect. By turning it back on when you have an image selected you are
placing it back in its Automatic state.
