How do I enable conditional formatting in Excel 2000?

I am trying to format certain cells and the "conditional format" is not an
option. It's not highlighted. How do I enable it?

Maybe the worksheet is protected, have you tried unprotect?

Format/Conditional Formatting is disabled if the worksheet is protected.
Unprotect it...?

If the worksheet is not protected, perhaps the workbook is "Shared" which would
make CF unavailable.
