how do I enable links within mail messages in outlook?

When ever I try to click on a link within an html message in outlook 2003 I
get an error message relling me that this action has been disabled on my
computer and to contact my system administrator, this is a stand alone
computer.

I tried both and neither worked. I am using Outlook 2002 SP3 and IE
7.0.5730.11
