How do I enforce an "Executive Summary" area?

Our organisation uses a standard template for monthly reporting. I've
been asked to add an Executive Summary area to the top of the
template. The two main requirements of this area are:
1. It cannot exceed a predefined limit, eg. 500 characters.
2. I should be able to open the document using automation and extract
the exec summary text and paste it into another document.

Has anyone got any suggestions on how I could delimit the exec summary
area in a way that can't be tampered with by the authors?
And is there any way of validating the document before it gets saved
or something like that?
