How do I enlarge file size of photos to 700kb?

I used Microsoft Office Picture Manager, and I am trying to resize my 30kb
picture to be 700kb for more resolution to be used by the newspaper for an
article. Can you help me with this? Thank you.

You are asking how to increase the amount of information in your image file.
Not possible.

because of the dynamics
involved.

like a statue made
of stone or clay.

you can remove
materials from a
larger one to make
a smaller version
of it.

but you can do the
same in reverse.

therefore, making
that little pic larger
is not possible.

a possible solution
would be to print that
little image then take
it to a copier like and
make an enlarged copy
of it.

then scan it back into
your system.

the above process might
work with a scanner.

however, you cannot
bypass the above manual
process by using the
computer to enlarge
the image digitally.

if you have some skill
with graphic imaging
then you might try using
a graphics software like
photoshop.

but you will have to do
a lot of retouching and
artistic skill to retouch
an enlarge pic from a
low resolution pic.

the copier method above
is faster.

About the only thing you can do is to go back and hopefully find the
original file that may still be someplace. In order to make a file smaller
some detail is deleted. It is not there any more. It is sort of like
lightening your pocket by throwing away all the pennies, and nickels. You
can't decide next week you want them back. Sorry.
