How do I find out why people are not receiving my replies?

I am getting email messages from people both in and out of my network. The
people who are out of my network are not receiving my replies, but the people
in my network (the people I work with) are getting my emails. What causes
this? Does this mean that possibly my administrator has blocked me somehow?
