How do I fix "error loading add-ins" when I open Excel?

Just updated to Microsoft Office 2003 from Office 1997. Every time I open
Excel I get a message that says "error loading add'ins". When I click on
Tools and then Add-ins none of the boxes are checked. What did I do wrong?
