How do I get a consistent 25 numbered lines on each page?

I'm doing transcription of depositions and need to have 25 numbered lines on
each and every page. I seem to have 25 on most pages, but then there will be
the random one with just 24 lines. Please help!

As a guess, I'm thinking that your "seem to have..." may be due to
Widow/Orphan control being turned on as the default.

Turning off widow and orphan control should leave you with more even page
depths.
