How do I get a downloaded .cil file into Clip Gallery?

How do I get a downloaded .cil file into Clip Gallery? I'm using Word 2000.

When I try Import it doesn't recognize the .cil as a graphic file. But I
don't seem to have any choice about how to download from www.microsoft.com.

Double-click the file, it is compressed much like a .zip object. The clipart will
automatically go into your Gallery.
