How Do I get Blocked Senders to work in Outlook 2003

I have several "Domains" Blocked in Outlook. I still receive e-mail from some
of them.
Does Outlook have a limit on it's 'Blocked Senders' list where it stops
working after a number of enties ??
I have 'seen' several of the "domains" or "individuals" moved to the Junk
E-mail directory so I know some entries are working but Not All??
