How do I get contact manager to work

I use a hosted exchange network for my E mail. I have installed BCM, set up
two profiles, and downloaded and installed the update. However, I cannot
find or use the contact manager, have no tool bars or and indiaction it is
installed apart from the fact it is shown on the control panel.

I have unitalled the program and reinstalled it but nothing seems to make
any difference

What could be the issues?

I know that Outlook 2003 needs to be running in Cached Exchange mode.
