How do I get drawn lines to line up with text in a form?

In trying to create a form with with text and drawn lines the lines will not
line up with correctly with the text. I have tried to move the lines manually
and by using the nudge comand but the lines move up or down too much. They
don't stay in the same relationship to the text from line to line. Very
frustrating!
