how do I get imap folders to work offline?

So I'd like to be able to organize mail (move items from inbox to folders)
while Offline. I am using IMAP. Outlook Express allows this just fine-
and sync's up all my changes to the server when I go back online- but I cant
get Outlook 2007 to cooperate in this way.

Any comments?

Are you downloading full messages? If so, what exactly happens when you try
to move the messages?

When I try to move a message I get a dialog box that states this:

Cannot move the items. The connection to the server is unavailable.
Outlook must be online or connected to complete this action.

As far as I know I am downloading the entire message. I can read them when
offline- just not move them.
