How do I get OfficeXP Fax program to stop dialing "1" first?

Every time I try to send a fax from Office XP fax program, the program dials
"1" before the area code, and this eliminates the ability to send faxes
locally because dialing 1 before the area code kills the call.

Does anyone know how I can tell the program not to dial "1" ?
