How do I get Options back in my Tools Menu

I had a window popping up about Security and somehow I have disabled my
Options in the Tools Menu.
How can I get it back

I'm not sure the two are related. Try holding down the shiftkey while you
open the database. If that doesn't work, try View, Toolbars, Customize.
Select (don't uncheck) the Menu Bar item and hit reset.
