how do I get Outlook 2002 to work with Outlook Connector?

As of 2 days ago, my Outlook 2002 will not work with my hotmail account. I
downloaded Outlook Connector and Microsoft Live (both the free versions). It
still does not work. After reading one of your emails, it looks like I need
to buy Microsoft Live? How do I go about doing that? What level do I need
to buy to make it work?

Who are you referring to? The Outlook Connector is supported for Outlook
2003 and 2007. As an alternative you can also use Windows Live Mail.

Both the Outlook Connector and Windows Live Mail are free of charge.

I gave you various alternatives but here they are again with some extra
-try the default HTTP connection in Outlook 2002
-upgrade to Outlook 2003
-upgrade to Outlook 2007
-use Windows Live Mail instead
-use the web interface instead
-use a 3rd party (commercial) connector

Whether you like it or not the answer to your question remains;
using the Outlook Connector with Outlook 2002 is not supported.
