How do I get outlook to forward and reply to messages

When I forward or reply to messages, they come back to me faster than I can
send

Your message did not reach some or all of the intended recipients.

Subject: I think I know you
Sent: 9/29/2005 9:37 AM

The following recipient(s) could not be reached:

550 5.7.1 Unable to relay for (e-mail address removed)
