How do I get past Outlook's "Cannot start MS Outlook window etc."

There are two "users" on my computer and both have had no difficulty
accessing Outlook for 6 months. As of today, one user gets this message when
Outlook is accessed: " Cannot start Microsoft Outlook (2007) window. The set
of folders cannot be opened. the path specified for the file C:\Documents
and Settings\Betty Jo B\local setting\Application
Data\Microsoft\Outlook\Outlook.pst is not valid."
I cannot open Outlook at all and cannot therefore go to File Management to
tell it where to find the file. Help, please someone.

You should be able to change things here: Control Panel > Mail applet
