How do I get "permission" to access my folders?

I just loaded Outlook 2003 and I am being denied access to my address book
and have had difficulty with importing .pst files because I don't have
"permissions." I am not a Microsoft Exchange user and am not using Outlook
in a work environment. How do I set myself up as the administrator and get
access to my files?

First, what exactly are the steps you take when you get the message?
Second, don't import. USe File>Open>Outlook Data File.
