How do I get scrolling text for Outlook 2002?

One of my co-workers saw scrolling text in an e-mail and asked me if I knew
how to do it. I didn't, but searched on the web. Apparently it's only
available for Outlook 2003, but there's gotta be something she can do with
Outlook 2002. Any suggestions?
