How do I get the floating toolbar for office 2003

My colleague has a new laptop with Office 2003 and would like to have the
FLOATING Office Toolbar on her desktop but we have been unable to find out
how to set it up. We tried reloading the Office disk but no options appeared
to enable this. We have looked in "Office Tools" but cannot see it there
either. Can someone help please?

Two cretins within the space of five minutes?! And this one can't even be
arsed to search back 10 minutes worth of posts.

This question has been done to death. STFW. We don't spoonfeed here.
