How do I get the lines to print on the paper using OneNote?

I want to be able to print out my notes and have the lines show up on the
printed paper is this even possible?

The lines are only a "guide" - especially on Tablet PCs - and don't print.
You might do a little search on the Internet, as there are a variety of
templates available for download which may match up to your specific needs.
