How do I get the Office Task Manager in the "All Programs" area?

I used to be able to click on Start, All Programs, and there would be at the
top a box for "Open New Document" or ""Open Office Document" and then I could
choose a wide range of blank office types or even my own files. Now since I
had to reload my computer, it is no longer there. How do I get it back?
That is so handy.
