HOW DO I GET THE OFFICE TOOL BAR WITH OFFICE 2003

I used to have office 2000 and I liked having a tool bar with short cut to
the desk top programs to be able to lunch them for this bar.
I cannot figure out how to do that with office 2003. I did install all the
fitures out of my CD there does not seem to be a tool bar.
Where is it??
