How do I get the ruler on the page unstuck?

I'm not able to adjust the ruler on the left side of the page in Word. It
seems to be stuck and I can't get it unstuck.

If you are in Normal/Draft view, you can scroll to the left of the margin by
pressing Shift while clicking on the horizontal scroll button.

If that's not what you meant, please post back with a clearer description of
what you're trying to accomplish.
