How do I get to print transparently with 2 fill colours?

I've got a document in word that has circles filled in with 2 colours using
fill effects. I have set the transparency up on about 70%. On the display, it
registers the fill changes however, when I print, it still prints in full
colour.

Printers don't understand "transparency" because there's no such thing as
transparent ink (or toner). The overlap area has to be converted to a color
the printer can reproduce. Some printers are more accurate in doing so than
others, but the results can vary widely. The first thing you can do is make
sure that you have the latest driver for your printer by checking the mfr's
web site, but even that may not make it better.

You might try using a different printer. Another possibility is saving the
file as a PDF & printing that.
