how do i import a backup archive into outlook

i've backed up my previous outlook data to a "archive backup" by using the
backup tool downloaded from microsoft. I can't figure out how to import it
to my new hardrive from my external hardrive. I can open my old sent files,
but not my old inbox/contacts.

Don't import it - open it (file | open).

If you want to start using this archived file as your main file, you can set
it to be the main PST file /delivery location in your profile after you move
it where you want it.
