I suspect you are referring to Border Art. There is no way to add to the

Once I close the header dialog box though, even if the picture is floating
outside the headers, it appears faded...Am I missing something?

Anything that is part of a header or footer (such as your graphic, which is
anchored to the header) will be dimmed when the insertion point is in the
main document body. Does it still appear dimmed in Print Preview? Even if it
does (and I have occasionally seen this), it should print normally.
