How do I increase page size to 9 x 12?

Is it possible to change an existing 8 1/2 x 11 Publisher document to 9 x12?
Or must I begin with a blank document?

You can, but it won't resize the content - it will sit in the middle of
your larger page.

How do I make the change?

File > Page Setup > Custom.

Or if you're actually printing 9 x 12, Publisher 2002/2003: File > Page
Setup > Printer and Paper > Properties > Custom Paper size (varies with
printer). Publisher 2007/2000 or earlier: File > Print Setup >
Properties > Custom Page Size.
