how do i insert a picture into an email message in Outlook?

I have read several answers to my question. I still cannot insert a
clip art
picture in the body of my email. One answer displayed was: if the
picture
is not .gif or .jpeg, it cannot be inserted. Is this true? HELP,
please!!!
