You don't, this is not a professional thing to do.

If the site does not exist yet but you want a placeholder page... i.e. your
homepage.. just put Coming soon.

When you say tag I'm not sure what you mean ... do you mean the code for a
under construction graphic?

If so, never include such graphics, all websites are continually under
construction it's a given thing.

If you don't want to show the site on your main domain .. just make a subweb
on your domain and publish there to test till your ready (but don't leave it
up long or it will be indexed by the search engines) or use a third party
host like tripod.com which is free (with fpse).

If not that what do you mean? Can you give an example?
