Supplied by your ISP - Internet Service Provider, whose help pages will show
you how to set up an email account in your prefered mail application -
Outlook Express or Outlook (two completely different apps)
Outlook Express - installed with windows/internet explorer
Outlook - usually supplied with MS Office, though it is available on its own
