How do I install Project 98 with Windows xp

Project 98 should install trouble free. What's the problem? What error
messages, what version of Windows, what SP level?

I am running Windows XP.When I go thru the install steps it tells me that I
don't have the supporting or compatible programs.

Sounds like your Project 98 CD is an upgrade version. You need to have ready
the original version of Project from which you upgraded or the original
compatible program. If you don't have it, I don't think you can install 98.
No need to install the original version, I think you just need to insert the
setup disk when prompted.
