MS Office Document Image Writer is an optional
install feature of Office 2003 that can be
added through the Microsoft Office choice
in Add/Remove Programs in the Windows Control Panel.
Note that the TIFF files created by 'printing' with
that feature are greyscale.
MS's proprietary TIF derivative format (can only be
used with the Office Document Imaging app) is full
color.
There are 3rd party print-to-TIFF utilities available
that retain the full color.

I am trying to install a local printer that can use the microsoft office
document image driver to creat tiff files from office programs. Any ideas? >>
