How do I keep border permenant in a worksheet template?

I am using an accounting form for a worksheet to enter monthly figures and I
have problems keeping the cell formats permenant. Whenever I copy and paste,
I inadvertently overwrite the current cells borders and need to re-enter the
previous fromatting. Is there a way anyone knows to keep the formats besides
using the clumsy Paste Special-Cell Contents option?

If you are using Excel 2003, the Paste icon on the toolbar has a drop-down
arrow on the right side. The drop down has choices like Values, Formulas
and No Borders.

And later on when that Option button become too annoying, you can go in and
disable it in Tools>Options>Edit
