How do I link a web page to a database item?

I want to link a form in Publisher to a database so that I don't have to make
100's of actual webpages; just one showing Item title, Description, Picture,
etc. and by scrolling through the page updates with each new item.

No you don't, you want to hire a web developer to write the pages properly
and link them to a backend database.
