How do I link other sites on my site?

I just can't seem to figure it out. I don't understand the browse option.
It does not give me the destination.

I also don't know how to fix broken links. Again it says click browse to
get the correct url. That does not work for me. Could anyone give me a step
by step instruction on how to link other url's into my web site? For
example: I am trying to place reciprocal links.
