How do I lock a from with a border from moving while typing?

I have a form I use for a pre-fire plan. This plan page layout has a border
all the way around it. It was created in Word. Everytime we put words or
paste a site plan into it, the border moves. Is there a way to lock
everything so it won't move while inserting a pic or typing words into the
form? I'm not locked on using Word, if publisher or another program will
work, we can change to that program.

Publisher would probably work better as it's made to do this stuff. However,
have you checked your border settings in Word to ensure typeover abilities?

Hmmm...just went and looked at Word's Page Borders and didn't see any
formatting settings. I'd go to Publisher.

In Word the best way to do this is to use Word tables and use a table
border for your lines and borderless cells for those areas you don't
