How do I lock a picture on the side of my document for letterhead.

I'm creating letterhead in Word and need to have a list of names going down
the left side of the document. I have a graphic and can do a text wrap, but I
need the graphic to be locked so it cannot be deleted when someone selects
all. Is there something I can do to the side of the docment to make it work
the way headers and footers work?

Put it into the header/footer. Here's a sample, though the text is on the
